Which one is correct?

It would be "to"

Too is used when your saying it as also. Ex.

I will be there also, or I will be there too.

It would be "to",  though I've made the mistake of using "too" in that situation way too many times..

'Too' is used as 'also' but it is also used in 'excessives' as in 'too many' or 'too fast' which is why some question 'what are you up to(o?)'. According to grammer experts too is used as 'also or excessives' ALL other uses (except two) are considered "proper"

Although dangling prepositions aren't grammatically correct.  In theory it should be "Up to what are you?"   :-)

"To" is correct.

"Too" means, literally, "also," "as well"

"Two" is a number, and describes a quantity of items.
